Also barred from the event were a few PSs and heads of parastatals who also arrived late for the event.
Reacting to Ruto's move, political analyst Mutahi Ngunyi advised the head of state to start terrorising his Cabinet Secretaries.
Ngunyi told the president to consider firing a CS or even a PS for no reason.
"Dear Ruto: Keep your ministers in suspended terror. Be unpredictable. You should occasionally fire a minister or PS for "..no good earthly reason"," Ngunyi posted on his official Twitter handle.
How Daniel Moi fired Stephen Mbithi
The political analyst gave an example of former University of Nairobi vice-chancellor Stephen Mbithi whom the late president Daniel Moi fired on the radio.
"Moi fired Mbithi unceremoniously after they had spent a whole evening reshuffling the Cabinet. There was no reason. Just terror," said Ngunyi.
Earlier, TUKO.co.ke reported that Ruto expressed anger over CSs and PSs who do not understand their job.
William Ruto reads the riot act
Ruto advised the head of ministries and state departments to read widely and extensively about their jobs so that they can be able to advise him.
The head of state, who spoke during the Performance Contract Signing event at State House Nairobi on Tuesday, August 1, revealed many officers he has spoken to have scanty information.
Ruto questioned how the ministers and PSs run their departments without information, terming it the highest level of incompetency.
He urged them to take time to read and equip themselves with the required information to make informed decisions
