Eldoret - Azimio la Umoja One Kenya Coalition Party leader Raila Odinga has offered insightful recommendations to governors at the Devolution Conference in Uasin Gishu county as the nation grapples with challenging economic conditions.

Raila urged county bosses to adopt compassionate and innovative strategies to navigate the current crisis and uplift their communities.

"In times like these, county governments may be tempted to do what the national government is doing: increasing charges for services they provide to generate more revenue."
"I see it differently. I believe this is the time for county governments to act compassionately and responsibly. The problems our people face today require that we invest, within our means, in programs that create jobs and put money in people's pockets," Raila told governors and other delegates at the Devolution Conference.

His recommendations underscored the importance of localised solutions, cooperation, and forward-thinking initiatives to bolster the nation's resilience given prevailing economic crises.

Prioritise compassionate action over imitation

The ODM leader emphasised county governments should do more than merely mirror the national government's actions, especially during tough economic times.

Instead, he encouraged governors to act with compassion and responsibility, addressing the needs of their constituents by investing within their means.

"Counties don't have to copy and paste what the national government is doing. I encourage you to be your own models for innovation and creativity," he said.

The focus should be creating jobs and enhancing citizens' financial well-being so they would not feel a pinch paying taxes.

Forge a path of innovation and creativity

Championing the unique role of county governments, the former premier asked governors to embrace innovation and creativity as they address challenges.

Rather than burdening struggling citizens with increased charges, Raila urged leaders to devise inventive solutions that empower communities and families, enabling them to contribute to county revenues.

Back commitments with tangible action

He underscored the importance of practicality in governance, urging governors to align their pronouncements with concrete actions at the policy and practice levels.

"Being on the ground, governors have no time to get into a lot of ideological debates that consume our politics in Nairobi. Counties should have no time for merely making commitments and announcements. Governors have to be practical," he stated.

Tangible efforts are vital to demonstrating the impact of county initiatives and inspiring a more extensive national debate.

Empower agriculture and food security

Recognising the significance of agriculture in Kenya's economy, the opposition leader stressed the need for substantial support to farmers.

He called for record levels of assistance to mitigate famine, reduce food imports, and combat food inflation.

Such measures would strengthen food security and invigorate the agricultural sector.

Promote financial inclusion and effective fund disbursement

The former premier emphasised the importance of efficient financial inclusion programs, ensuring financial aid reaches its intended recipients.

By streamlining the disbursement process, county governments can make a tangible difference in the lives of those who need it most.

Transforming towns into smart cities

He envisioned a future where Kenyan towns evolve into smart cities with world-class amenities.

His recommendation highlighted the potential for innovative urban development that improves citizens' quality of life and attracts investment.
