A programme by State House Secretary for Press indicated that the meeting was supposed to begin at 8.00am.
A furious Ruto said that Cabinet Secretaries and Principal Secretaries who arrived late for the event were disrespectful to the taxpayers who are their employers and demanded that they write explanation on why they did not make up in time for the important meeting.
State House performance contract signing
The move ignited social media debate with a number of Kenyans online not hesitating to use memes describing how the executive officers and their staff, stranded at the gate to the venue looked like.
The popular "open the door" phrase attributed to presidential aspirant Jimi Wanjigi demanding to access to Jomo Kenyatta International Airport during the deportation of lawyer Miguna Miguna in March 2018, as captured by KTN News.
Roots Party presidential running mate Justina Wamae, sarcastically argued that the executive officers had served for only 11 months and needed more time to learn the discipline of keeping time.
"It's still too early (11 months later) to judge. Let us give them time, however, in other countries after an election," Wamae tweeted.
Other Kenyans shared a video of Kuria being barred from joining his colleagues in another meeting.
William Ruto talks tough against corruption
Bravin Yuri said that he was anticipating to read what Kuria and Kindiki will write in their letters explaining why they were late for the meeting.
"Kithure Kindiki and Moses Kuria are among those locked out by President William Ruto from the State House Cabinet meeting due to lateness. I would pay anything to read Moses Kuria and Kithure Kindiki’s explanation over the lateness," said Yuri.
During the event, Ruto warned that his government would not tolerate corrupt officials and public servants that do not serve diligently.
He also called out some of his Cabinet Secretaries and Principal Secretaries for being clueless about what their ministries do.
