Nairobi - The Kenya Kwanza Alliance and Azimio la Umoja One Kenya Coalition Part have signed a framework policy for the dialogue initiated by President William Ruto and ODM leader Raila Odinga.

The document, signed on Wednesday, August 30, will guide the dialogue and provide for the time frame.

The talks committee, co-chaired by Wiper leader Kalonzo Musyoka and National Assembly Majority leader Kimani Ichung'wah, witnessed the signing.

At the same time, the 10-member team finally agreed on five broad agendas to be discussed by the National Dialogue Committee.

1. Outstanding Constitutional Matters

Under this particular agenda, the bipartisan team will discuss four issues among them cost of living and related matters.

The team will also explore how the country can implement the elusive two-third gender rule.

Still, under this particular agenda, the team will deliberate on the governance issues, including promoting national unity and inclusivity in public appointments.

2. Electoral Justice and Related Matters

On the second agenda, the Ruto-Raila teams will deliberate on the restructuring and reconstitution of the Independent Electoral and Boundaries Commission (IEBC) and the issue of the boundaries delimitation.

Further, the team will audit the 2022 presidential election, an issue the opposition coalition has insisted on.

3. Entrenching Funds into the Constitution

The bipartisan team will also discuss the mechanism of legalising three key funds by entrenching them into the constitution.

The funds highlighted by the peace talk team are the National Government Constituencies Development Fund, the National Affirmative Action Fund and the Senate Oversight Fund.

4. Establishement and Entrechment of State Offices

On the fourth agenda, the dialogue team seeks to deliberate avenues for creating two powerful offices.

First, the team wants to agree on the framework for establishing the office of the Leader of the Official Opposition.

President Ruto has been in public advocating for the creation of an office for the opposition leader as a way of providing checks and balances to the government.

Secondly, the team also wants the position of Prime Cabinet Secretary (PCS) entrenched correctly in the constitution.

Musalia Mudavadi occupies the position of PCS after Ruto created it through an executive order.

5. Fidelity to Political Parties

Lastly, the dialogue team will discuss the measures to be put in place to prevent interference with political parties or coalitions.

They said this was to ensure adherence to the laws governing coalitions and the law on multiparty democracy.

What Raila told Gachagua over peace talks

Meanwhile, Azimio la Umoja One Kenya Coalition Party leader castigated Deputy President Rigathi Gachagua for opposing ongoing peace talks.

When both graced the burial of the late John Kiboko, a renowned Mau Mau veteran from Nyandarua county, Raila asked Gachagua not to fear the talks.

The former prime minister asked Gachagua to let the team led by Wiper leader Kalonzo Musyoka and Kikuyu MP Kimani Ichung'wah continue with the talks, arguing that they were meant for the general good of the country.

"Leave Kalonzo and Kimani Ichung'wah to talk. You, Ruto and I should stay out of the ongoing talks. There is nothing wrong with engaging in talks," Raila cautioned Gachagua on Friday, August 25.

According to the opposition chief, there was nothing wrong with the country holding talks to resolve issues raised by Kenyans.

"Every nation has problems, and Kenya is not an exemption. We have faced challenges before, but we have overcome them through talks that lead to a peaceful resolution," Raila over the bipartisan.
